I mean both studios are situated out of Maryland, but it's two different studios more or less. I don't how much employee overlap there is but ZeniMax Online Studios are the main studio who handles ESO's development. Bethesda Game Studios doesn't work on ESO, they are independant and do their own thing so ESO wouldn't have slowed down any of their project development.
